Strange Illinois Deaths

The head of the circuit clerk's office passport and traffic divisions was found dead near Buckingham Fountain in Chicago. Matthew Dennison, of Sangamon County IL, body was pulled from Lake Michigan.

November 16th, 2009, Chicago Board of Education President ). Michael Scott was found dead in the Chicago River from a gunshot to the head. (Allegedly self-inflicted).

I normally get suspicious when government official end up dead. Why do dead bodies find their way to water?
